Is BPSS Clearance Mandatory?

Yes, in many cases. Baseline Personnel Security Standard (BPSS) screening is mandatory for individuals working in, or on behalf of, UK government departments. This is particularly important where access to classified information, secure facilities, or sensitive public sector environments is required.

It is often a baseline requirement for employment within sectors such as:

  • Defence and military contractors
  • Civil service and government agencies
  • IT, telecoms, and infrastructure suppliers providing services to the public sector

If your organisation is bidding for government or public sector contracts, or if you are placing contractors into sensitive environments, BPSS clearance will almost certainly be required as a minimum standard before work can commence. It helps organisations demonstrate due diligence in protecting national security and public trust.

How Long Does BPSS Clearance Last?

BPSS clearance does not expire in the traditional sense, instead, it remains valid as long as the individual stays in continuous employment with the same organisation.

If employment ends and then recommences within 12 months, then re-screening is not required.

However, there are specific situations where rescreening for BPSS clearance becomes necessary:

  • If the break in employment (in the same role) is longer than 12 months, BPSS rescreening must be completed before the individual returns to work.
  • If an individual transfers to a different organisation, BPSS rescreening is mandatory regardless of how recent the previous screening was.

Additionally, organisations are strongly advised to periodically review and refresh BPSS screening as part of their internal security policies. Best practice suggests conducting a partial refresh screening every 12 months, covering only the core BPSS checks needed to ensure continued compliance.

BPSS Clearance Certificates

It is important to note that BPSS is a screening standard, not a formal security clearance. As such, there is no centralised government-issued certificate or permanent clearance document.

However, the National Screening Agency can provide a BPSS clearance certificate confirming that all required checks have been completed in line with the official BPSS policy. This certificate will be securely available for download via the client portal.

  • Evidencing compliance to clients and stakeholders
  • Proving readiness for sensitive contract work
  • Supporting audit trails and meeting procurement or tender requirements
